correct, its made by 343 industries that consists of some (ex?) bungie members and new devs dedicated to Halo. Basically a studio formed by Microsoft to keep developing Halo games and suck as much money as they can from the franchise.
Bungie has moved onto a new project, hopefully they'll show us something at E3
