These are basic over views of the server please confront the turtle close to the spawn to read all the rules

Rule:

No griefing

Enabled:

Regions
LWC
PVP (To an extent)

Disabled:

World Anchors (Crafting only, only can be spawned to reduce lag of loaded chunks)
Explosives (EE explosives are enabled)

To get tekkit:
http://www.technicpack.net/tekkit/
This will give the Technic launcher
Then in the bar at the top right you have to choose tekkit
Must also be on forge build
To do this go to options before logging in and check off always use development build
