Would this be considered flashing, changing a heads hair color every 30-60 seconds? Im just wondering case i dont want it refunded.

Don't think so. My head flashes black n' white every 45 seconds

the flashing heads rule is just to stop eyesore graphics that are distracting and to stop graphics that could cause seizures
