Lizardon Volcano is unplayable

Classic runs at 20fps as a cap currently. On PC, the Lizardon Volcano has horrible dips in framerate when near lava in particular. What can be done to fix these drastic dips?
Demonstration with FPS counter:

The same is happening with me on my LG v10 phone when I enter any caves. Even railroad caves.

I also been experiencing same thing. Weirdly enough anyone else feel like rails are slower than usual when riding them?

Wow. OP's video is what my game looks like 90% of the time :P

nothing can be done, at least not by you. PC is poorly optimized around any areas with fog. Even if you disable weather effects, I believe this area stays the same
You’ll have to wait for the remastered version $20 - $40

Other than disabling weather or animation effects, you could try disabling nicknames, which I have found can sometimes make a difference to this sort of issue. You could also try temporarily disabling public chat visibility.

For android users, disabling cache files in your player options could also make a difference.

Flash will be unsupported by almost all browsers in 2020, no point in worrying about it

Thats caused by the lighting, and should not show with weather effects turned off. Sadly the Administrators do not take this into account unless requested. During halloween this happened to me because of the radiating light outside that would continuously happen(Like having your lantern in caves that are dark, the Radiating circle effect) causes this. Turn off animated gif affects and all effects to solve the issue if that even works. I dont know but i always play with weather off.
