There should also be an option to disable the "garden cannot be used here" notification.

No, because it gives a heads up on not being scammed, so simple. It's across era, zone as well. It won't be removed XD

Ye, its just to remind you each time.
Plus they have to do it, so if you do get scammed its not their problem, as they have sent the appropriate information to warn against it each time.
Like the small print in a contract, except, the message is actually there to help you.

Or you could just have a confirmation when turning it off saying that the staff aren't responsible if you are scammed and items won't be refunded.

I guess that could work.
But it isn't really necessary tbh.

I am more concerned about the ammo messages I keep getting saying something like; "You have 30 mins left"
While I actually have VIP and have unlimited ammo for the whole month lol.. Now that is annoying.
