How do you catch bugs that spawn in inaccessible areas?

As you can see that little scorpion is in a inaccessible area at the bottom there. I have scouted everywhere and couldn't find anyway in. Only ledges connect the land. What's the point of catching bugs if they spawn in inaccessible areas and how do you do it?

Bugs are randomly spawned..So at cases like this, they can spawn in areas players cannot access.

At least fishing is more reliable due to their strict spawning areas. Thank you, xSupah.
