Rail Gun Feedback

Title is self-explanatory. I've changed the rail gun to discourage heavy use and encourage more diversity

New stats:

Damage: 9
clip: 8
Spread: 0
Recoil: 0.2
RoF: 0.255, 0.45
Reload: 0.2, 1.1

The old stats were:

Damage: 8
Clip: 11
Spread: 0.05
Recoil: 0
RoF: 0.155, 0.275
Reload: 0.2, 1

Make it .265 that way its on par and not 100% superior to heavy laser.

Gun damages were reduced, so it's gotta be balanced around that :'(
