That, is an interesting idea. It's not just water. There's countless areas that bugs (mostly butterflies) fly over unreachable terrain and all you can do is wait and hope they fly in the direction you want them to.
An item that "lures" bugs to you could definitely be of much use. Though it's kind of tough to figure how such an item would work. If they were simply single-use items that you could buy, the price would have to be low enough for you to still get a profit from catching even the most common of butterflies.
A better idea, I think, would be perhaps a daily quest of sorts. Where you have to collect certain items (that would be dropped by certain baddies, and/or perhaps looted or dug up) for the NPC that gives you the net, and you're rewarded with say, 10 nectar extracts.
But how would this item work? Would it "lure" all bugs in a certain radius, or just the closest one (or two, perhaps). And what kind of range would it have? Also, if you use it and don't get any bugs to come to you, have you wasted one? There's a lot of finely-tuned mechanics that would need to go into this.
I think the simplest solution would be to adjust the code for bugs (only on bugs that fly over all terrain, so basically just butterflies, and fireflies) that would increase their chance of moving toward land when they're off-terrain. Maybe the farther they are, the more likely they are to fly in the direction you'd want them to, and the longer they've been off-terrain, the more likely it is that they'll fly back toward land. I'm not sure exactly how much coding this would take or if it's even possible at all, but it would go a long way in solving this problem.
Then there's some easy ones, like making sure ladybugs don't spawn over water and can't land on water (or unreachable terrain), that mantises only spawn in places with bushes (with that said, it would be nice if you could add bushes to some areas I always see mantises spawn but then respawn because they have nowhere to go), and that grasshoppers don't spawn in unreachable areas.
