Graalians - Gif head problem

Well I really don't like uploading any personal heads of mine on Ol'West cause mostly all of them are GIF, but most of the times admins will deny my uploads and have a lot of different reasons for it to be denied. And whenever my upload is denied I need to rename the file again so I can re-upload it and it comes out it is being denied again with a different reason. For example, I made a PNG type of head and after that I uploaded it on Ol'West and it got denied and the reasons is incorrect size of the head, so I re-uploaded it with another file name, and now it is accepted by admins and I uploaded a GIF head and the reasons is too much frames, so I decided to re-upload it again and got accepted, so I am just asking why is it that most of the times GIF heads are mostly denied in Ol'West unlike Classic all of my heads are accepted, and I know Classic and Ol'West is different, but is Ol'West and Classic also have different rules in accepting and denying an upload? And mostly I noticed Admin only accepts your heads if ever you are friends with them or something similar to that.
