What's with the Gif Hats?

I noticed today while passing through hats in my hat pages. Some gif hats changed and became weird and flashy. Is this permanent or what? I personally don't like the new animation for it. The ones that i've seen is a bunny, the donkey hanging on your head from cinco de mayo, and the black and blue mask from Pharaoh.

Isn't it when the animation begins...weird flashing occurs? For example..a box around the hat itself?
