What is the 'limit' on event hat rewards?

So whenever I play events I never get a hat from winning because ive already won the current event hats in most of the games. How long will it be before new event hats are introduced as i dont really want to waste money on getting 3 tickets.

then don't spend money on events until more hats come out

Its been months since I've even decided to spend any tickets on the carnival hats since rotation was put in to it.Hat rotation discourages buying hats.

Most of the on-sale ones suck at the moment.

The "Free" ones you get for winning the event seem to have been phased out (which makes sense). Hang onto like 100 or 150 tickets, and you will be able to stock up if you see something you want to buy later and spend them.
