where are the places of rare stuffs?
 

I am a newbie and wanna know where are the places of rare stuffs.
Moreover, Is it a bug that I cannot switch on my headlamp of my car by pressing z or mouse-click?

Let me answer your question with a question. How would you define rare if anyone could buy such an item from a known location?

Look under the bridge. There you'll find your rares. Watch out for the trolls though.

Rare items are called "rares" for a reason. They are most likely old, auction-only, or event items. You can however, purchase a rare from the trade tables with shells.
