I like Legend of Korra because the "bad guys" are never truly evil. They are always morally in the grey, and the show truly focuses on that. For example in season one the benders and non-benders really were facing severe segregation issues. I found it actually pretty hard to disagree with Amon. He wasn't even really trying to kill people... just take their bending: put people on equal ground. It's the same with all the protagonists.
I feel Amon was the one that was more on the "good" scale. Amon talked as though he was a big bad, but his motives were mostly decent. Zaheer on the other hand talks as though he is wise and good, but was one of the more violent of the three protagonists(straight-up killing people, including nearly killing Korra. Going back on deals, like the exchange of the airbenders). His idea of anarchy was also pretty foolish. Dictatorship isn't a good thing, but pure anarchy never works out either. He's pretty much the Joker of the Bender world. He did redeem himself in the last episode, but it seemed a bit... forced, for his character.
