You're not playing a new game or anything, but all of these little tweeks come together and make the game a lot more enjoyable.
-General weapon tweaks: Reduced suppression recoils. Removed recoil modifier for zoom. Made a 75% reduction in hip recoil.
-Visual Recoil: Close range sights (except iron sights, IRNV and FLIR) and all Medium range sights have been changed to no longer be affected by animation AKA Visual Recoil. The removed random effect has nothing to do with real weapon recoil and doesn’t affect it.
-Crosshairs/Optics scale tweaked and visibility against light backgrounds improved.
-Reduced head flinching on soldiers.
-Improved soldier movement to closely match that of Battlefield 3 while still maintaining animation fidelity of Battlefield 4.
Those are some really nice ones for foot soldiers. Suppression now affects you less. The visual recoil fix changes the whole feel of the guns and you'll definitely be more accurate. The red dots are brighter and smaller. It makes the Kobra a really good choice especially with the visual recoil patch. You probably never noticed the head flinching thing, but it's one of the reasons its hard to shoot enemies off of head glitches because everytime you'd shoot them their head would duck down out of sight but they could still shoot you. It takes one more bullet to kill now, making it easier to get away from gunfights.
The new Triage system and the defib beeping is very useful. It's also very nice that you can completely customize your UI.
Grenades like the RGO and V40s got nerfed by actual effectiveness and the amount you can carry at once. This really does cut down on nade spam a lot. It takes much longer to get grenades out of an ammo pack. Flashbangs got a buff and perform similarly to EMP grenades from Black Ops 2.
The revolvers no longer have a delay. Self explanatory, they're now useful.
DMRs didn't get a buff but them and snipers (along with the MPX and SR2) are the only guns that didn't get a damage nerf. The DMRs are actually very effective now. I recommend trying them out.
Rush is now much better on most of the maps. It's not the best but it's a lot of fun.
These are some of the major things. They seem pretty insignificant apart, but together it changed the feel of the game a lot and imo made it a lot better.
