I understand it would be offensive, but it said tiger woods and that's the phrase because he cheated on his wife, I don't think people would infer the shirt is saying black people cheat
People will think it is offensive. Maybe put a " - Tiger Woods" under the line to avoid that? But seriously, people will infer it like that.
