You have to keep in mind that playing for years, means that the minimum wage has not been the same from 2009-2016. It's been increasing over the years.
With that said, I'd say an average would be around $8-$9

The funny thing is that, no matter how many times they raise the minimum wage, the prices on everything else isn't going to stay the same (gas, food, etc). They always get raised along with them.

The feds have a minimum wage that applies to the states, but states can make the minimum wage higher. Fed minimum is like $7 and CA is $10.
