My idea of what the Riot Shield should do is-Since it's heavy you would run slow about 80% so you can still dodge.So accords it still will block bullets.But when shoot at it has a 40% chance to ricochet bullets to any direction.But once gets up close it does 8 damage if you hit someone with it.So it will have all the ability of a regular riot shield just not similar to the Lightsaber or OP.

We should be able to block when moving. Then can play laser pong!
