Okay, what do they get hired for?
Maybe watching over and running the game smoothly instead of having to interrupt the dev team, they're there.

That is wrong, some PR's have more rights/access than a beginning developer depending on what they develop. You obviously have never been hired anywhere, so why pretend you know more than people who have?
