It isn't the education system, it is the people using it. I can guarantee you a good 90% or more of students come to school because it is mandatory. The rest do so they can get a good job, and that last tiny percent actually wants to learn. So you can stop blaming the "education system" for all your problems. I believe if someone doesn't want to learn, don't make them, hell expel them. Don't waste their time in school.

I go to learn and to get a good job. But really, when they grow up they'll appreciate school more and be glad they did. Don't allow 16 year olds who want to play video games and do drugs make important decisions, that will affect them for the rest of their lives.

If they are asleep in class or don't even bother to attempt to learn I don't see a difference if they weren't at school.
