Exceptions to every rule.
The reason why Black Lagoon's dub is better is because it fits. It doesn't matter how they're saying it because English fits three of the four characters that matter the most; Revy, Benny, and Dutch.
To say that Japanese characters in a Japanese setting sound better in dub because it's our main/second/whatever language is entirely false. We don't have the experience of growing up there, or some cases living there to understand their culture. Not to mention it's their native language. See Date a Live's horrendous dub work for an example.
Black Lagoon works because of the characters, Baccano because it's in America. Others, because the dub work is actually really good, FMA.
