Limiting cpu usage of a program?

Is there anything you can do to limit the cpu usage of a program whenever its opened to a set percentage, like say 5%? I don't mean program it to, I mean set an existing program.

Windows 7 btw

Task Manager, I'm sure you can fiddle around with the CPU usage settings there.

You can sometimes set the priority doing that, but you still can't set it to always run using a set percentage.
